This is a corruption in the Windows Update servicing stack. The package, only according to Microsoft, is designed to completely level the computer and reinstall some operating system. This was an infamous Windows 7/Server 2008 SP1 r2 bug.
Before reinstalling, download SP1 and saveBuy it from the store on a USB stick or DVD. Then, after you’ve reinstalled the operating system, but before connecting over the network, install SP1. This SP1 is certified, only the update appears to be installed. If other Windows updates are pending when you start installing SP1, you will receive error C0000034.

If you see error C34 (below) when downloading Win7 SP1, don’t panic:
What you need to do is detect Windows to install Service Pack 7 itself, and thus you need to tell this view NOT to install any other updates along with SP1. Luckily, Microsoft has created a script to do this for you:
- Copy the canceled program (which is linked to the post at the end) into a new text file and/or name it repair.vbs.
- Copy this script to make sure you have a USB drive, flash drive, or flash drive.
- Start the “damaged” Windows 10 PC and press F8 several times before booting the operating system to successfully enter the safe mode menu.
- Select COMPUTER RECOVERY from the most popular list.
- Wait for WinPE to start and use an account with administrator rights to log in
